3. LuxSci Secure Marketing

Best for: hospitals and larger groups with a marketing team that wants PHI-powered personalisation and automation.

LuxSci describes Secure Marketing as built for healthcare organisations "that needs HIPAA compliant email marketing with PHI-powered personalization", with "BAA included" (luxsci.com/pricing, checked September 2026). It's priced by contacts: $129 a month for up to 4,999, $199 for 5,000 to 9,999, and $499 for 10,000 to 24,999.

Limitations: it's the most expensive entry point here for a small practice, and like Paubox it sits outside your record system.

4. Zoho Campaigns

Best for: cost-conscious practices comfortable configuring settings themselves.

Zoho lists Campaigns among its HIPAA-supported services and says to "contact [email protected] to request Zoho's BAA template" (zoho.com/hipaa, checked September 2026). Once you have it, Campaigns lets you mark custom fields as ePHI and encrypt them, and block ePHI from leaving via export or API (zoho.com/campaigns/hipaa). The Forever Free plan covers up to 2,000 contacts and 6,000 emails a month; paid plans are priced by contact tier from 500 contacts, with the Standard plan from $3 a month billed annually (zoho.com/campaigns/pricing, checked September 2026).

Limitations: Zoho notes that "not all Zoho services are designed to meet HIPAA requirements" and the BAA names which apps are covered, so confirm Campaigns is on yours and that the plan you choose includes the HIPAA settings. It's a general marketing tool with no concept of patient consent classes.

5. Keap

Best for: practices that want marketing automation tied to a sales-style CRM, such as cash-pay or cosmetic clinics.

Keap "offers customers the opportunity to execute our standard Business Associate Agreement Addendum", after you enable HIPAA Security Controls under Settings > Privacy & Compliance (Keap HIPAA Security Controls, checked September 2026).
